Electrical Power Plant
1.1       General Information

In order to satisfy its needs of electrical energy, the CLIENT wishes to install a HFO and gas power plant at its SITE.

  • The present consultation has as objective the design, supply and the realization of a  plant with a net power of x MW under a nominal voltage of y kV composed of z gensets.

  • The power plant will work with 3 or 4 gensets and one will remain in stand-by.

 

NOTE: companies are free to propose in variant a number of different gensets, while taking into account that a minimum power available of w MW is necessary at all times. An additional genset in "standby" of the same power will be also proposed in order to guarantee the power during maintenance operations on one of the other gensets.

1.2       Modes of Operation

The operation of the power plant is planned 24h and 7 days per week. All gensets will have to be able to operate in parallel.

2.       Basic Concept

The plant will be designed taking into account the following points:

  • The design of the plant must allow minimizing the running hours per cylinder in the different load profiles.

  • The design of the plant will provide the installation of main gensets and an additional row for a main genset in view of a possible extension.

  • The sizing of the power plant and in particular of common auxiliary will take account of the extension. 

  • The COMPANY will maximize the number of gensets, as well as their power so that no genset will work under 50% of rated power in the final phase.

  • Respect of the COUNTRY regulations in regard to the environment and in particular the discharges of all kinds (and particularly the atmospheric emissions) and the noise.

  • The installation will be conducted first and foremost from the control room. The on/off buttons premises will be however planned for all auxiliary electrical motors in order to allow testing in local.

  • The conduct of the power plant is dependent on the needs of the cement plant, and, therefore, a connection that allows an exchange of information will be installed between the control room of the cement plant and the central control room.

  • The telephone network of the plant will be integrated with that of the cement plant. The distributor and the telephone extensions of the telephone network of the diesel plant are part of the supplies, as well as the wiring and installation. The connection between the telephone splitter of the power plant and the telephone central of the Cement Plant is part of the delivery.

  • The design of the plant and the choice of equipment must allow a minimum lifetime of 20 years.

  • The minimization of the consumptions of auxiliaries.

  • The minimization of fuel consumption.

  • The minimization of operating staff and maintenance.

  • The redundancies needed to obtain the best possible availability.

  • Its ability to withstand the calls of support important in the limits of variation in the frequency and voltage compatible with the good operations of the plant.

  • List of the main estimated starting powers:

    • Raw mill 1

    • Raw mill fan main drive

    • Kiln(s)

    • Cement mill(s)

    • Coal mill

  • Be equipped with a program of load shedding which, in case of an outbreak of a genset, will allow the implementation to the shutdown of consumers selected by the CLIENT according to the power lost. This with the aim to avoid a complete shutdown of the power plant and therefore of the plant.

  • Take account of the presence of dust of clinker and coal (dusty atmosphere).
